On January 18, 2020, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping exchanged congratulatory messages with General Secretary of the Central Committee of the Communist Party of Vietnam (CPV) and President Nguyen Phu Trong on the 70th anniversary of the establishment of China-Vietnam diplomatic relations.

In his congratulatory message, Xi Jinping noted, China and Vietnam are neighbors connected by mountains and rivers, socialist countries with close ties and a community of a shared future with strategic significance. Since the establishment of diplomatic relations 70 years ago, the traditional friendship forged and cultivated by older generations of leaders of both sides has blossomed and yielded fruits, and has achieved substantial growth under the principles of "long-term stability, looking into the future, good-neighborly friendship and comprehensive cooperation," and in the spirit of "good neighbor, good friend, good comrade and good partner." Comrade Nguyen Phu Trong and I have exchanged visits twice, which is unprecedented in the history of the two countries' interactions. During these visits, we have reached important consensus on consolidating good-neighborliness and friendliness and deepening mutually beneficial cooperation, ushering in a new era for the relations between the two countries and between the CPC and the CPV.

Xi Jinping stressed, the world today is undergoing profound changes unseen in a century, and China-Vietnam relations have also entered a critical period that builds on the past and prepares for the future. I attach great importance to the development of China-Vietnam relations, and I am willing to work together with Comrade Nguyen Phu Trong to unswervingly steer bilateral relations in the right direction, carry forward the original aspiration of the traditional friendship between our two countries, and bear in mind the shared visions and faith as well as historical missions, so as to lift China-Vietnam comprehensive strategic cooperative partnership in the new era to new heights.

In his congratulatory message, Nguyen Phu Trong said, in the past seven decades since the establishment of Vietnam-China diplomatic relations, our two Parties, two countries and two peoples have joined efforts in contributing to the success of respective national liberations and the cause of socialist construction. It is a historical responsibility for both countries to consistently solidify and promote good bilateral relations, which is also in line with the common aspirations of both peoples. The Vietnamese side has always made it a top diplomatic priority to develop relations with China, and is confident that with the care and guidance of the leadership of both Parties and countries, bilateral comprehensive strategic cooperative partnership will be lifted to new heights.

On the same day, Premier Li Keqiang and Vietnamese Prime Minister Nguyen Xuan Phuc also exchanged congratulatory messages. In his message, Li Keqiang said, under the new circumstances, the Chinese side is willing to work with the Vietnamese side, in a strategic approach to simultaneously promote maritime, land and financial cooperation, to deepen the synergy of the Belt and Road Initiative and Vietnam's "Two Corridors and One Economic Circle" plan, as well as the cooperation in key areas such as production capacity and infrastructure construction. Both sides need to build a new win-win situation for mutual benefit and jointly write a new chapter of bilateral comprehensive strategic cooperation. Nguyen Xuan Phuc expressed in his message the willingness to work with the Chinese side to implement the high-level consensuses between the two countries, steadily enhance the results of bilateral cooperation in various areas, and ensure the success of the celebrations of the anniversary of bilateral relations, so as to boost the sound and stable development of bilateral relations.
