On September 21, 2012, Vice President Xi Jinping met respectively with Myanmar President U Thein Sein, Malaysian Deputy Prime Minister Muhyiddin Mohamad Yassin and the Philippine Interior and Local Government Secretary Mar Roxas, also a special envoy of the Philippine President Benigno S. Aquino III, on the sidelines of the ninth China-ASEAN Expo in Nanning, Gaungxi.

During the meeting with Myanmar President U Thein Sein, Vice President Xi said that Myanmar is the Country of Honor for the 9th CAEXPO this year and the fact that the president personally led a delegation to the event fully reflects the importance Myanmar attaches to CAEXPO. Hailing the sound development of China-Myanmar relations, Xi said the two countries should continue to strengthen communication and coordination to accelerate the formulation of mid-term and long-term goals of bilateral exchanges in politics, economy, trade, culture, security and other areas so as to steadily push forward comprehensive cooperation. Both sides should strive to ensure the smooth implementation of some major cooperation projects. The vice president said that China will continue to encourage its enterprises to make investment in the livelihoods of Myanmar's people and other areas. China is also ready to work with Myanmar in agricultural cooperation. China is willing to carry out exchange of experience on governing the country with Myanmar so as to promote the healthy and stable development of the bilateral comprehensive strategic cooperative partnership.

U Thein Sein said that the two countries have a "Paukphaw (fraternal)" friendship and should make joint efforts to continue to carry forward the traditional friendship created by the older generation of leaders of the two countries. He said the Myanmar people will never forget China's support and assistance over the years, noting that China has stood by Myanmar at the most difficult moment of the country. Myanmar deems China its sincere friend and such a policy remains unchanged, U Thein Sein said, stressing that Myanmar attaches importance to relations with China although Myanmar is now in a transition period. The Myanmar side is willing to work with China to constantly push forward bilateral comprehensive strategic cooperative partnership, according to U Thein Sein.

During the meeting with Malaysian Deputy Prime Minister Muhyiddin Mohamad Yassin, Xi said China-Malaysia relations have been developing well in recent years. China-Malaysia relations have been at the forefront of China's relations with the ASEAN countries, Xi said, adding Malaysia has become China's largest trading partner in the ASEAN. The two sides should focus on expanding the two-way investment, implement industrial park construction, promote financial cooperation and strengthen exchanges in humanities, education and youth contacts so as to constantly enrich the connotation of bilateral relations. Asian countries are facing new serious challenges, Xi said, stressing that the primary task is to unite with each other to maintain stable development momentum in the continent. The relationship between China and the ASEAN is the cornerstone for Asia's stability and engine for the continent's development, Xi said. The vice president said that China-ASEAN relations have made considerable progress over the past two decades and brought great benefits to the countries in the region and their people. He noted that Malaysia was the first ASEAN country to establish diplomatic ties with China, invite China to conduct dialogue with the ASEAN and host the China-ASEAN summit. China attaches importance to Malaysia's significant role and is willing to work with Malaysia and other ASEAN countries to push forward China-ASEAN strategic partnership in the third decade, Xi said.

Muhyiddin said the China-ASEAN Expo is crucial to the development of relations between China and the ASEAN countries, including Malaysia. Xi's speech at the ninth China-ASEAN Business and Investment Summit deeply impressed the delegates by putting forward a four-point proposal on promoting China-ASEAN cooperation and showing a better future for the development of relations between the two sides. The ASEAN countries spoke highly of Xi's speech. Currently Malaysia-China relations enjoy a strong momentum of development with fruitful cooperation in various fields, which the Malaysian side is satisfied with. In the complex world and Asian situation, the Malaysian side is willing to strengthen all-round cooperation with China, continuously consolidate and develop Malaysia-China strategic cooperative partnership and jointly push forward the China-ASEAN relations.

During the meeting with the Philippine Interior and Local Government Secretary Mar Roxas, Xi said the China-Philippines bilateral ties have maintained the momentum of development since the two forged diplomatic relations 37 years ago, and bilateral cooperation in many fields had produced positive outcomes and delivered substantial benefits to the people of the two countries. "President Aquino showcases how he values China-Philippines relations by sending you as a special envoy to attend the CAEXPO and convey the message of developing bilateral ties," Xi told Roxas. He said President Aquino, during his visit to China last year, reached important consensus with Chinese President Hu Jintao on promoting bilateral cooperation and properly handling the issues concerning the South China Sea. The consensus still works as an important guideline for the development of bilateral ties, Xi said. He called on the two nations to honestly implement the consensus in an aim to promote the healthy and stable development of the bilateral relations. "China-Philippines relations have encountered some difficulties. However, through effective communications between the two sides, the tensions have been eased," Xi said. "I hope the situation would not reverse backwards and bilateral relations could come back to the track of normal development," Xi said.

Speaking highly of the role played by the CAEXPO in fostering ties between China and the ASEAN, Roxas said the Philippines sincerely hopes to establish a friendly, close and normal relationship with China. He expressed his hope that the Philippines could forge mutual trust with China, overcome the current difficulties, maintain cooperative relations and develop the friendship with joint efforts.

MOC International Trade Representative & Vice Minister of Commerce Gao Hucheng, Guo Shengkun, Secretary of CPC Guangxi Committee, Ma Biao, Chairman of Guangxi Zhuang Autonomous Region, as well as Chinese Ambassador to Myanmar Li Junhua and Chinese Ambassador to ASEAN Yang Xiuping attended the meetings.
